Photoshop Help..Border!!

Ok I have a sig how I want it... All I need is the border... When I got to edit>>stroke and then get my settings after I hit ok... It says there is no layer to stroke... I made a new layer like i thought i was supposed to... Please help??

Remember to hit Ctrl+a before u try to stroke the layer.

Also layers = over-rated.
